Overview

This workshop will focus on developing a deeper understanding of two main uses of capacity assessments in development projects, determining partner readiness to receive an award, and developing a long-term capacity strengthening plan. By the end, participants will be able to select (or develop) the best tool for their own use and understand the process of capacity assessment, from partner engagement and data collection to results analysis and planning. The workshop will also build skills in facilitating participatory exercises that build partner ownership and commitment to a multi-year capacity development plan. The primary focus will be on assessing the capacity of local NGO partners. While the workshop will touch on the pre-award assessment phase, the emphasis will be on developing or strengthening overall capacity.

Each workshop session will be highly interactive, using a combination of participatory techniques, including case studies, small group exercises, large group discussions, and individual reflection. Participants will be able to use the practical exercises, tools and resources during and after the workshop to improve their understanding and skill of conducting capacity assessments.

Workshop Objectives

At the end of the workshop, participants will be able to:

  • Explain the role of capacity assessment in development programs;
  • Describe the structure, parameters, strengths and limitations of various capacity assessment tools;
  • Explain the importance and outcomes of each step in the capacity assessment process;
  • Utilize facilitation techniques that engage partners in analyzing their current and desired capabilities to accomplish their goals, and in designing realistic multi-year organizational development plans.

  • What is the purpose, use and application of capacity assessment?
  • What are the trade-offs of common tools that have been developed?
  • What are the underpinnings of creating participation and ownership in developing organizational development plans?
  • Is self-assessment valid?
  • How much time and effort will an assessment process take?
  • How can capacity assessments be used to develop capacity strengthening plans?
  • How is an assessment process designed within the constraints of actual projects?
  • How do you facilitate a capacity assessment discussion to collect data and stimulate organizational reflection?
  • How do you determine the source of strengths and gaps within a capacity system?
  • How do you engage partners in decision-making to create and monitor a measurable, achievable, and realistic organizational development plans and budgets?

Who should attend:

This workshop is designed for staff of international organizations engaged in capacity development initiatives with NGO partners. While the main emphasis will be on conducting capacity development assessments with NGO partners that lead to multi-year organizational development plans, the content will have secondary relevance to a variety of partners (internal, government, consortium, etc.) and applications.
